Jessie LeBlanc is the Hearing Officer and Judicial Administrator for the
Twenty-third Judicial District Court. She is a 1988 graduate of East Ascension
High School, a 1991 Magna Cum Laude graduate of Louisiana State University and a
1996 graduate of Louisiana State University's Paul Hebert Law Center.
Prior to becoming the Hearing Officer and Judicial Administrator, Mrs. LeBlanc
maintained a private law practice. In addition to her private practice, she was
a public defender, representing juveniles in delinquency matters and children in
abuse cases. In 1998, Mrs. LeBlanc was appointed as an Assistant District
Attorney in the Civil Division for the Twenty-third Judicial District.
In December 2003, Mrs. LeBlanc was appointed Hearing Officer and Administrator
by the judges of the Twenty-third Judicial District. As Hearing Officer, Mrs.
LeBlanc hears all IV-D non-support matters and all protective orders in
Ascension, Assumption and St. James Parishes. In addition, she hears all state
paternity matters in Ascension Parish.
As Administrator for the Court, Mrs. LeBlanc manages all day to day activities
of the Court, including financial responsibilites, scheduling, personnel issues,
and any other issues that may arise and which affect the Court.
Mrs. LeBlanc also serves as President of the 23rd Judicial District Bar
Association and serves on the Executive Board of the Louisiana Court
Administrators' Association. She is a member of the Louisiana Hearing Officers'
Association, Louisiana Child Support Enforcement Association, and the National
Association for Court Management.
